Overspending not showing
I just reconciled my monthly bank statement (we don't have luxuries like importing on this side of the pond) and I found an £18 bank charge that I had missed in the middle of September.
So I created a new transaction in my checking account, backdated to the relevant date.
My September budget now shows -£18 "available" in the Bank Charges Category.
But when I look back to my October budget, nothing has changed. The summary at the top shows no overspend in September - but I have £18 less than I thought I did, so I should be £18 over-budgeted.
Or, has it somehow automatically sucked the money out of what I had budgeted forward into November? If so, how would it know which category to take it from?

Yes, and that design has been criticized since launch of the product almost 5 years ago. Search "Stealing From The Future" for more information. It's taken out of next month's TBB. (You can switch months to verify).
This is why some people instead queue up their income in a holding category and wait until the current month is over before dealing with next month. Others leave $1 in TBB as an indicator. Others just frequently check next month's TBB.
