Rate limiting in OAuth endpoints

Hello team YNAB,

I am encountering "Too Many Requests" errors when refreshing OAuth tokens (my app batch processes currency conversions daily for all my users).

I was wondering how rate limiting works on these endpoints. Your docs say that rate limits are 200 per hour per access token, but these requests don't have an access token and the response doesn't include a "X-Rate-Limit", so I'm a bit lost here. The requests per access token are under the 200 limit, but perhaps I'm reaching some sort of global limit (?).

If you could shed some light on how rate limiting work here that would be great!
