Credit card issues
1. One of my credit cards shows the balance as positive, the other card shows balance in red, which makes more sense. On the first, the numbers themselves are okay and are appearing in the correct in/outflow columns, but balance shows in black (this is not a case of overpayment).
2. Transactions budgeted (e.g. gas for the car) and put on the first credit card and not showing up in the available to pay. The category is fully budgeted. Why are the funds not showing up?
When your credit card balance is positive in YNAB, it acts like a checking account - you don't owe any money to the credit card company when you make purchases, you're just reducing that positive balance, so no money needs to move to the CC "available to pay" line.
If the first credit card is showing up as positive in YNAB and it shouldn't be (there is a balance on the card that you owe in real life), you need to get that straightened out FIRST before you do anything else.
If you're saying that YNAB shows your balance as positive when it should be negative, the first thing you need to do is reconcile your account. Depending on how long you've been using YNAB and whether or not you've ever reconciled, the problem may be as far back as your starting balance (depending on if your starting balance did or did not include pending transactions that did or did not also get added as transactions in YNAB).
I was able to reconcile the credit card account and the amount that I owe shows in red, so that's good. However, the second issue continues. When I use that card to pay for purchases that are fully funded in my monthly budget, those amounts don't show up in the "available for payment" field. I can budget an amount to the credit card payment, but I shouldn't have to keep doing that, should I?

While your credit card balance was positive no money moved from spending categories to your Credit Card Payment category. This is because positive cards don't require payments.
